Downtown C-pass Winter RiderCapital Crossroads SID property owners and community partners launched Downtown C-pass to address the downtown parking crunch. The innovative approach continues to garner local and national media attention. Now, early surveys and data confirm C-pass success.

C-pass Success at a Glance

  • 415 companies registered as of February 2019
  • 14,144 employees signed up
  • 17.7% increase in Rush-Hour ridership from 2017 to 2018 (June-December)

Not only is ridership up, but downtown businesses recognize C-pass offers a great benefit for recruiting and retaining top talent.

"The C-pass was definitely part of our decision to move downtown. Continued options are important to us staying downtown long term," said Josh Kohlschmidt, director of special operations for Bold Penguin. "Having transit options available to help our employees get to the office is a factor in our decision, and we often have people asking for it on their first day."

C-pass success also extends to recruiting and signing new downtown tenants. "I oversee over one million square feet of office space in the core of downtown," said Colliers International Executive Vice President Daniel Dunsmoor. "Take the Chase Bank building for example. Our occupancy is up 15 percent since the C-pass inception."

Thanks to a partnership between Capital Crossroads SID property owners, the Mid-Ohio Regional Planning Commission (MORPC) and the Central Ohio Transit Authority (COTA), Downtown C-pass will run through December 31, 2020. All eligible companies can offer employees who work at least 15 hours a week free, unlimited access to COTA service. The C-pass allows users to ride any bus, any day, any time.
